If reviewing an already recorded video, you'll be taken to the feedback panel alongside the video playback where you can enter feedback according to the options set for the Activity. As soon as you start typing text or adding any other type of feedback, the video will stop automatically. It will start again when you press the Enter key or finish your comments.
If reviewing a live presentation, you'll be taken to a similar screen, only you'll see a timer instead of a video in the video panel. That way you'll be able to keep your eyes on the actual presenter. If you are viewing a live recording remotely there is a toggle switch on the bottom left that will toggle the live stream on and off.
How do I enter timeline comments?
To enter a comment, just type it in the Comment box (lower right) on the playback screen and press Enter. The comment is saved to the appropriate spot on the timeline.
If you're commenting on a recorded video, then the video player will stop automatically whenever you start typing a comment. It will resume playing when you press Enter.

How do I edit a comment I've already posted?

Who can enter comments?
In addition, instructors can give permission for peers or the presenters themselves to critique the video as well. These permissions are controlled in the Activity Settings for the activity the video belongs to.
