No LaunchPad Access

A student is registered for my class through LaunchPad. He has entered a working Access Code and email address. He is able to log onto the system and he appears on my roster. But once he logs in, his phone (iPhone 7) just scrolls and scrolls and scrolls with the LaunchPad image and the 4 colored dots. He also has the same issue on his home computer. The Access Code is valid and two other students who use it are able to access it on their phones and home computers. I am pretty tech savvy and I can't figure out what the problem is.
